I'm having that problem with only one friend and my ship just showed up at JoannaK's and she is having the same problem.

It happened after that advertising parrot visited me. Gave me shears and broke my Boat.

I was able to visit friends, feed their cakes, exterminate wildlife in both my games.

Some of these player had the new boats and some did not. It didn't seem to make any difference.

Have not had the incredibly annoying bird visit yet today. I wish they would just kill that thing.

Having same problem as well. I can only visit some islands while others causes an error. I wish they fix it soon before dive event start.

I don't have the new Shipyard but my 2nd island does and she is having this same Rough Weather issue.
I had already submitted a ticket before coming here to find that I am not alone and this is not an isolated incident.
They need to resolve this asap!!! There always seems to be issues like this when they roll out an update which only a ??% of players receive. This "Shipyard" update seems very involved and impacts key features of the game. (I.e. Island visiting/revisiting, gifting) We all received the big 0/whatever update that introduced the Shipyard, but not all of us can access/see it. We basically had an update that forced us to add MBs of new app data that we can not utilize. Bet there'd be fewer/ no issues if we all had been given access to the Shipyard?!
